The future of a large piece of real estate Penticton The issue has once again become a focus of debate following the introduction of new short-term rental rules in British Columbia.

Three years ago, the City Council supported changing the Official Community Plan designation for several properties along Westminster Avenue West, collectively known as the El Rancho properties, to urban residential.

Now, the applicant is proposing to amend that designation back to tourism business.

“This property has come before City Council several times over the past few years, but today’s proposal remains similar to the one approved by City Council in 2022,” said Blake Laven, the city’s director of development services.

“Due to recent changes in provincial legislation, the applicant is proposing to revert the future land use designation from urban residential to tourism commercial, while still allowing some long-term residence.”

The city is seeking public feedback on the hotel, which is located across from the Penticton Trade and Convention Centre and the South Okanagan Events Centre.

The proposal is a mixed-use development with more than 300 units that will provide both short-term and long-term living.

“The overall concept of the redevelopment of the site has not changed,” Lavine said.

“But with the changes to short-term rental rules introduced by the provincial government last year, property owners and redevelopers have begun looking at different models of how to accomplish this.”
